IDinsight and the National Assembly of Zambia sign Memorandum of Understanding to strengthen evidence-based governance

Friday, March 13th 2026 IDinsight and the National Assembly of Zambia have formalized a strategic partnership through the signing of a Memorandum of Understanding (MoU) at Parliament Buildings in Lusaka. The agreement was signed by Mr. Stephen Kawimbe, Deputy Clerk for Procedure, the National Assembly of Zambia, and Dr. Sylvia Mwamba, Zambia Country Lead for IDinsight.

Through this MoU, the National Assembly and IDinsight will collaborate to strengthen the Assembly’s ability to generate, analyze, and use data to inform policy and decision-making. Key areas of cooperation include:

  • Strengthening parliamentary data and information systems
  • Enhancing monitoring, evaluation, and learning frameworks
  • Improving budget data monitoring to support transparency and fiscal oversight
  • Building the capacity of Members of Parliament and parliamentary staff in data analytics and evidence-based decision-making
  • Supporting women parliamentarians to promote more inclusive participation in governance

The areas of collaboration identified under this MoU will not only modernise our operations but will also improve the way we generate, manage, and utilise data in the legislative process. By integrating advanced data systems, AI-powered tools, and enhanced budget monitoring frameworks, we will be better positioned to perform our constitutional mandate effectively.

The partnership comes at a time when the National Assembly, through the Parliamentary Reforms Programme, is increasingly embracing technology and evidence-based practices to respond to the evolving needs of the Zambian people. 

By strengthening these capabilities, the partnership aims to enable more responsive governance and improve the quality of public policy deliberation.

This collaboration will strengthen the National Assembly’s core work of legislation, oversight, and representation, while advancing a culture of evidence-based decision-making, fiscal accountability, and transparent governance that truly serves every Zambian.

As the collaboration moves forward, both institutions will work together to ensure that evidence and data play a central role in strengthening democratic processes and improving governance outcomes in Zambia.
