June 2025 – IDinsight is pleased to announce the appointment of Caitlin Tulloch and Larry Cooley to its Advisory Board. Caitlin, a pioneer in cost-effectiveness analysis and Larry, an expert in delivering impact at scale, will play a key role in guiding IDinsight’s new strategy and services, helping decision-makers maximize the impact of social sector investments.
Caitlin Tulloch is a recognized expert in cost-effectiveness analysis and evidence-based policy, with a proven track record in leading research and shaping program strategies in the humanitarian and development sectors. Caitlin recently co-founded Project Resource Optimization – a philanthropic matchmaking initiative that connects major donors with high-impact global aid programs defunded by USAID. She has served as Deputy Office Director and Team Lead for Evidence Use at USAID, where she led efforts to integrate rigorous cost-effectiveness evidence into program design, influencing over $1 billion in commitments. At the International Rescue Committee, Caitlin spearheaded the development of organization-wide strategies for using cost-effectiveness evidence and managed a large-scale consortium of analyses. She also led large-scale evaluations of educational interventions while at J-PAL. Her work has been published in top-tier journals and reports. She holds an MPA from Princeton University and a BA in Economics from the University of Chicago.
Larry Cooley is President Emeritus and Senior Advisor of Management Systems International (MSI), a Senior Fellow at the Brookings Institution, and an elected Fellow of the National Academy of Public Administration. A specialist in change management, organizational development, and large-system change, he has served as an advisor to cabinet and sub-cabinet officials in seven US Federal Agencies and more than a dozen foreign countries. For 11 years, Larry directed the Implementing Policy Change program, which provided assistance in change management to senior government officials in more than 40 countries. In 2002, he co-founded and continues to co-lead a 4700-member global community of practice focused on scaling up development outcomes with members from 77 countries. Before founding MSI, Larry worked at the World Bank, the United Nations Development Programme, Practical Concepts Incorporated, and as a Peace Corps Volunteer. He serves as a board member for a wide range of non-profit organizations, including the Society for International Development (board chair), World Learning (past chair), Elma Philanthropies, and the Carter School of Peace and Conflict Resolution. He has served as an adjunct professor or lecturer at Princeton University, John Hopkins University, American University, Georgetown University, and the National War College.
