A hypothesis test quantifies the probability than an observed result occurred due to chance. It does attribute differences between groups to non-random factors, whether those are programs or other factors.
The results of hypothesis tests provide critical information for interpreting research results and informing policy recommendations. For instance, if a difference in outcomes between treatment and control groups is highly unlikely to be due to chance imbalance, then the hypothesis test provides more confidence in recommendations to scale up the program.
