Aya is a Director and Southeast Asia Lead for DataDelta at IDinsight, based in Manila, Philippines.

Aya leads projects and client engagements in the Southeast Asia office, and also supports its growth by seeking and cultivating new partnerships in the region. She currently leads the expansion of Data on Demand in the Philippines, which aims to deliver reliable, representative survey data to social sector leaders when they need it – improving impact at an affordable cost.

Since joining IDinsight in 2018, she has led a range of monitoring and evaluation (M&E) projects across sectors, ranging from advisory services on M&E frameworks to process evaluations of implemented programs. She is leading partnerships with the Philippine Department of Health and research projects in Indonesia related to agriculture and the digital economy. Previously, she managed an evaluation of a UNDP pilot to deliver cash aid through digital financial services. She also led a set of case studies in Indonesia, Myanmar, the Philippines, and Vietnam, on private-sector initiatives that aim to improve workplace gender equality.

Prior to joining IDinsight, Aya worked for the World Bank in Washington, DC, on investment climate policies. Aya has also led financial inclusion projects with the Grameen Foundation, where she advised on poverty measurement and led the implementation of a mobile banking pilot.

Aya holds bachelor’s and master’s degrees in applied mathematics in finance from the Ateneo de Manila University, and an MPA in economics and public policy from the Princeton School of Public and International Affairs.
