Kayla Hoyer is an Economist II and the Cost-Effectiveness Unit Lead at IDinsight, based in Columbus, Ohio, United States.

Kayla leads the establishment of IDinsight’s dedicated Cost-Effectiveness Unit, building methodologies, tools, and frameworks to help organizations achieve greater social impact with constrained resources. She engages directly with large NGOs and funders to embed cost-effectiveness principles into program design, implementation, and resource allocation decisions. Her expertise spans lean intervention design, rapid-cycle testing, cost monitoring systems, and sensitivity analysis, with a focus on translating economic evidence into operational change.

Prior to joining IDinsight, Kayla served as a Consultant for Project Resource Optimization, where she helped secure over $110 million in urgent funding for lifesaving health and humanitarian programs. She also worked as an Advisor in USAID’s Office of the Chief Economist, supporting Missions and technical teams in applying research and cost-effectiveness evidence.

At the International Rescue Committee, Kayla led the economic evaluation research team. She developed cost analysis frameworks, implemented systems for evidence-based decision making and portfolio monitoring, and advised on the reallocation of donor funding to maximize impact.

Kayla holds a Master of Public Policy from the University of Michigan’s Gerald R. Ford School of Public Policy and a B.A. in International and Global Studies from the University of Central Florida.
