Marc Shotland (United States)

Marc Shotland is the Chief Technical and Learning Officer and Director of the Research, Evaluation and Data (RED) Team at IDinsight, based in the US. In 2023–24, Marc served as IDinsight’s interim co-CEO, leading the organization through a leadership transition.

Marc oversees IDinsight’s research and evaluation, and internal learning and innovation functions. Marc’s current work focuses on foundational literacy and numeracy, AI in education, and the challenge of scaling effective education interventions from pilot to system-wide impact — including recent partnerships on EdTech quality assurance standards, education in emergencies in the Philippines, and early childhood education in Vietnam. Since joining IDinsight in 2018, he has served as technical lead on education projects with governments in Ghana, India, and the Philippines, co-led IDinsight’s distance learning evidence review, and founded the organization’s Research Ethics Review Committee.

Prior to IDinsight, Marc spent 15 years at the Abdul Latif Jameel Poverty Action Lab (J-PAL), most recently as Director of Research and Training, where he built the organization’s research infrastructure, capacity building programs, and training team. While at J-PAL, Marc co-authored several of the foundational evaluations of Pratham’s Teaching at the Right Level (TaRL) approach, including research on mainstreaming TaRL through government school systems in multiple Indian states, evaluations of pedagogical reforms in Haryana, and studies on maternal literacy and information campaigns in education.

Marc holds a bachelor’s degree in Economics (magna cum laude) from Williams College and a Master’s in Public Administration in International Development (MPA/ID) from the Harvard Kennedy School of Government.
