Dominique Sy is a Manager based in IDinsight’s Manila office. She leads projects at the intersection of health, technology, and public policy, supporting governments, multilaterals, and philanthropic organizations in Southeast Asia and beyond. Her experience spans large-scale health systems research, evaluations of digital tools for community health, and global advisory work on monitoring and evaluation for AI solutions. Prior to IDinsight, Dominique worked at the Asian Development Bank, where she analyzed digital trade, financial integration, and COVID-19 social protection policies. She also contributed to health data science research at UnitedHealth Group R&D, working with predictive models on healthcare claims data. Dominique holds a Bachelor’s and Master’s degree in Economics (magna cum laude) from De La Salle University, where she was a Star Scholar.
